Policy Commentary: Rwanda’s New Tax Rollout and the Impact on The Digital Economy

The Government of Rwanda, through the Ministry of Finance and Economic Planning has launched a revised tax policy aimed at ensuring mobilization of resources through expanding the tax base, fair taxation, enhancing revenue collection and optimizing tax administration. This revised tax policy represents a pivotal step in aligning the country’s fiscal policy with the rapid growth of its digital economy. These reforms are indicative of the rising prevalence of e-commerce and various digital services in Rwanda where steady growth has been identified in both domestic and cross-border operators.
